Ultra Low Sulphur Heating Oil
On December 14, 2009, the “Ultra Low Sulphur and Bio-Based Heating Oil Fuel
Act of 2009” was introduced in the New Jersey Senate and General Assembly. The bill
was proposed by the Fuel Merchants Association of New Jersey and was sponsored by
Assemblywoman Annette Quijano (D-Union), Assemblyman John McKeon (D-Essex),
Senator Bob Smith (D-Middlesex) and Senator Kip Bateman (R-Somerset).
This bill will effectively reduce the sulphur content of heating oil from 2,000 parts per
million (PPM) to 15 PPM. Specifically, it requires that beginning July 1, 2011, all heating
oil sold in the State of New Jersey must have a sulphur content of no more than 15 PPM
and a 3% blend of bio-fuel, increasing to 4% in 2012 and 5% in 2013. This legislation will
produce major benefits for the environment and for all heating oil consumers. If you
